"William Leiss is a fellow and past president of the Royal Society of Canada and officer of the Order of Canada and professor of emeritus at the School of Policy Studies, Queen's University. Pandemics, massive earthquakes, war, and other catastrophes inspire immediate action because their casualties and destruction are immediately visible.
