Summary:
The tale of a crusading attorney who stumbles on one of the U.S. Navy's best-kept secrets: SOSUS, the shore-based submarine detection system, initially based in listening posts at Cape Hatteras, Delaware, Nantucket, Newfoundland, Nova Scotia (Canadian Forces Station Shelburne), and Iceland, using long arrays of passive high-fidelity hydrophones (underwater microphones), coupled with an optional active submarine detection system, Low Frequency Active Sonar (LFA), based on discovery that very low frequency sound [100-1000 Hz] can travel great distances and detect quiet submarines. The LFA system floods entire ocean basins with high-intensity sound--and drives whales onto beaches. As

Investigating this calamity, Balcomb is forced to choose between his conscience and an oath of secrecy he swore to the Navy in his youth.
