    Matto Mildenberger, an assistant professor of Political Science at the University of California, Santa Barbara, reveals how "double representation" for carbon-energy businesses and workers can create obstacles to effective government action. Using in-depth comparisons of climate reforms in Australia, Norway, and the United States between the late 1980s and the 2015 Paris Agreement, the logic of double representation describes the dynamics of climate policy conflict around the world and advances a new theory to explain cross-national differences in climate reform timing and content. This theory offers guidance for scholars and policymakers on how entrenched opposition to climate reforms might be disrupted.
